'Couldn't locate' message appears when we can't update a user's location.
It happens if:
- The user's phone is turned off
- The wireless networks are turned off in Location settings (only for Android)
- The phone is in an area with no network connection
- The phone is in Airplane mode
Once the user is back online, we will notify you with a push message. Additionally, you can tap 'Push with Message,' and the user will receive a message with a request for location.
