You need to enable location, notifications, mobile data & WiFi settings.
Why is it needed?
GeoZilla will ask your device to share its location from time to time and will display this information to your loved ones inside the app. With this setting enabled you'll avoid problems when your family members open the app but cannot locate you there. With enabled notifications, you'll always receive updates regarding whereabouts of family members and will be first to know if they need your help. Having WiFi and Mobile data enabled improves location accuracy and allows your device to send and receive location updates.

Xiaomi devices
For security purposes, some Android devices using MIUI (all Xiaomi phones) disable Notifications for each application. Check if you have MIUI via Settings > About Device.
If notifications are disabled for GeoZilla app you can't refresh user's location and you may get "Couldn't locate" message.
Follow these steps to fix this issue:
